On March 13 this year 6,637 medical students were matched with internships to begin July 1. Left vacant were 6,049 internships. Some of these will be filled by foreign medical graduates who have passed the qualifying examination, but the examination has reduced the number of qualified persons. For this and other reasons many internships will be unfilled. Many residencies will also be empty again, some being filled from overseas. This situation points up several problems to be solved.

1. Where should graduates of United States and Canadian medical schools intern and have residency training?
   
2. Who should take care of the patients in the hospitals without or with insufficient interns and residents?
   
3. What should be done with the foreign medical graduates?
